Do I need a ground handler to fly a private aircraft into Mexico?
Private flights enter Mexico on a Single Entry Authorization (AIU), issued at your first airport of entry and valid for 180 days. You will also need Mexican liability insurance, and your flight, aircraft, and crew details must be sent to the local authorities before departure. Nearly every business aircraft uses a handler, because the handler is who meets the aircraft, presents your paperwork to the airport authorities, walks crew and passengers through customs and immigration, and arranges fuel and parking. What permits do Part 135 charter operators need for Mexico?
Charter operators need an indefinite Blanket Permit from AFAC, Mexico's civil aviation authority, which includes validation of your Air Operator Certificate. AFAC no longer issues single-entry landing permits for charter flights, and only aircraft listed on your Blanket Permit may operate into Mexico. A new or modified Blanket Permit can take up to 90 business days or longer, so apply well before your first trip. How far in advance should I arrange handling in Mexico?
For private flights, send your itinerary as early as you can so handling, fuel, parking, and customs are confirmed before departure. Charter flights need more lead time: AFAC requires permit requests at least 10 business days in advance, and a new Blanket Permit can take up to 90 business days or longer.
